Shanghai Enhances Status as Premier Destination for Foreign Investment

Shanghai has taken significant steps to reinforce its position as a leading destination for foreign investment by certifying 30 regional headquarters of multinational corporations and 10 research and development centers as of this past Friday, according to official announcements from the Shanghai Municipal Commission of Commerce.

As of the end of February, Shanghai hosts a total of 1,027 regional headquarters for multinational corporations, along with 597 foreign-funded research and development centers.

These figures underline the city’s appeal as an integral location for multinational enterprises seeking to establish their global supply chain and industrial networks.

Li Peiming, executive vice-president of Liwayway (China) Co Ltd, noted the longstanding benefits his company has experienced since commencing operations in Shanghai in 1993. He emphasized the advantages provided by China’s reform and opening-up initiatives, highlighting that the open and inclusive business environment in Shanghai has facilitated the global expansion of his company, which currently operates 30 enterprises across ten countries.

US-based Kenvue, a consumer health company spun off from Johnson & Johnson in 2023, has also recognized Shanghai as an advantageous location for its China headquarters.

Gift Arpaporn Samabhandhu, president of Kenvue China, stated that the company has thrived within the city’s supportive economic framework, citing Shanghai’s robust economic foundation, wealth of talent, and favorable policies that have effectively contributed to its localization and high-quality development over the years.

DeLonghi Appliances (Shanghai) Co Ltd, a subsidiary of the Italy-based DeLonghi Group, is another company that has benefitted from Shanghai's business environment.

Managing Director Zong Yanping emphasized the city's stability, skilled workforce, and conducive policies, which have encouraged the establishment of its China headquarters.

DeLonghi’s operations heavily focus on coffee machines, with 65 percent of its global business deriving from this sector, and the company views the Chinese market as one with significant growth potential.

In 2024 alone, Shanghai identified an additional 60 multinational corporations' regional headquarters and 30 foreign-funded research and development centers.

Last year, nearly 6,000 new foreign-funded enterprises were established in the city, reflecting an inflow of over $17.6 billion in foreign capital, underscoring Shanghai's prominence as a top-tier destination for international investment.
