China's Initiatives to Bridge Skills Gap for College Graduates

The Ministry of Education launches a comprehensive plan to prepare students for a competitive job market with new skills and vocational training.
BEIJING, March 19 -- In response to the rapidly changing job landscape, China has initiated measures to enhance the skill set of its college graduates, addressing the growing demand for practical abilities in the workforce.

The Ministry of Education (MOE) recently announced the 'Double Thousand' plan, aimed at establishing 1,000 skills-bridging 'microprograms' and 1,000 vocational training courses across the country.

This plan targets undergraduate and junior college students, as well as those attending vocational high schools, with a focus on future industries and emerging sectors, such as the digital economy, green technology, and low-altitude aviation.

The 'microprograms' are designed to be short, interdisciplinary courses that reflect the strengths of individual universities, covering subjects from quantum science to big data technology in metallurgy.

The initiative arises as the graduation season approaches, coinciding with recent discussions in the annual legislative session that underscored the significance of employment for young people.

Official forecasts suggest that 12.22 million college graduates will seek employment by 2025. In response, the government has outlined goals to facilitate job creation and promote entrepreneurship opportunities.

China aims to maintain a surveyed urban unemployment rate of approximately 5.5 percent by 2025, alongside a target of generating over 12 million new urban jobs.

Education experts believe that the new program will serve as a valuable addition for students studying relevant fields, enhancing their knowledge and making them more attractive to employers.

In recent years, Chinese higher education institutions have been adapting by offering interdisciplinary programs and micro-credentials tailored to students' primary studies and career aspirations.

An example includes Shanghai University of Electric Power, which launched a specialized program in 2023 to prepare students for careers in new energy vehicles.

In collaboration with Tesla, the program integrates education and manufacturing, facilitating hands-on experience through factory visits and lectures from industry professionals.

To align academic offerings with industry needs, the MOE has also instructed universities and local governments to collect project proposals that focus on the application of artificial intelligence from enterprises and industry associations.

This effort aims to synchronize talent development strategies with current skill demands.

Dedicated sections on national education platforms are to be established to periodically introduce the new programs and courses, while career training centers are also in the works to better support university students.

Yun Donglai, an official from the Ministry of Human Resources and Social Security, highlighted the importance of marrying job development strategies with policy incentives and improving services for career advancement.

The ministry plans to assist small and medium enterprises in hiring more employees and will continue organizing job recruitment initiatives.
