Xi Jinping Emphasizes High-Quality Development During Henan Inspection

President articulates vision for industrial advancement and cultural preservation during tour of central China.
ZHENGZHOU, May 20 -- Chinese President Xi Jinping has reiterated the importance of high-quality development and efficient governance in a visit to the cities of Luoyang and Zhengzhou in Henan Province.

During the inspection tour on May 19 and 20, Xi highlighted the necessity for the province to modernize its industrial framework and enhance agricultural capabilities, in conjunction with improving social governance, environmental protection, and cultural prosperity.

Xi began his tour at the Luoyang Bearing Group Co., Ltd., a company with roots tracing back to China’s first five-year plan, emphasizing the continuing significance of a robust manufacturing sector as foundational to national economic stability.

He asserted that modern manufacturing must be bolstered through technological innovation, urging local enterprises to focus on core technological advancements and develop strategies for self-reliance in production.

Furthering his commitment to cultural heritage, Xi visited the White Horse Temple, studying the local adaptations of Buddhism and the preservation of cultural relics.

At the Longmen Grottoes, a UNESCO World Heritage site, he underscored the necessity of protecting Chinese cultural treasures and promoting their role in tourism.

He posited that the integration of culture and tourism could drive high-quality sector development, enriching local communities.

On the morning of May 20, Xi discussed the provincial government's work report, stressing that high-quality development remains essential amidst complex global dynamics.

He advocated for maintaining employment stability, market resilience, and comprehensive governance as Henan adapts to its large, mobile population.

Addressing agricultural concerns, Xi called for enhanced farmland protection and the promotion of rural revitalization alongside integrated urban-rural development.

He stressed the need for effective governance structures that can navigate the complexities arising from population density and migration.

Moreover, Xi highlighted the urgency of addressing pressing water management issues, advocating for optimized allocations to address agricultural and residential needs as drought conditions persist in some areas.

The visit coincided with other significant economic developments, including China's reduction of market-based benchmark lending rates aimed at supporting borrowing costs for both businesses and individuals.

The one-year loan prime rate was lowered to 3 percent, signaling a strategic move to foster economic growth.

In addition, data revealed that China's national general public budget expenditure rose by 4.6 percent in early 2025, indicating a proactive fiscal approach to stimulate domestic demand.

The active encouragement of private sector growth received a boost with the implementation of the Private Economy Promotion Law, reinforcing the legal framework to support private enterprises in China.

Overall, Xi's tour and accompanying announcements reflect a concerted effort to bolster industrial strength, cultural heritage, and social governance, in alignment with the overarching goal of advancing Chinese modernization.
