BEIJING, March 5, 2025 — Whole-process people's democracy is a political concept unique to China, introduced by the Communist Party of China (CPC) in 2019. This model asserts that governance is rooted in the people and tailored to China's historical and cultural context, distinguishing it from conventional Western electoral democracies.

The term underscores the commitment to public participation at all stages of governance, from election to policy implementation.

Under this framework, democracy is not solely defined by electoral processes, but involves a continual engagement of citizens in decision-making and governance.

This model emphasizes a structured and institutional approach, combining democratic elections, public consultations, governance management, and oversight.

It aims to create a system where the collective will and evolving needs of society are reflected in governance decisions.

Citizens are encouraged to actively partake in discussions regarding public affairs, ensuring that their voices are heard within a consensus-driven environment.

Central to the functioning of whole-process people's democracy are the annual meetings of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), commonly referred to as the "two sessions." Approximately 3,000 deputies from the NPC and over 2,100 CPPCC members gather in Beijing to engage in deliberations on significant policies that impact various sectors of society.

The NPC comprises representatives from diverse backgrounds, including grassroots workers, farmers, and members from even the smallest ethnic minorities, ensuring a broad representation and inclusivity.

In parallel, the CPPCC includes notable figures such as scientists, educators, and entrepreneurs who contribute their expertise to national governance.

During the "two sessions," discussions focus on a wide range of public issues including income distribution, healthcare, education, and social welfare.
