Shenzhen, a major city in Guangdong Province, China, is enhancing its support for cross-border e-commerce businesses in response to recent shifts in global trade dynamics influenced by US tariff policies.

The local government is implementing a series of measures aimed at helping these businesses access overseas markets through improved logistical and financial services.

In the first quarter of this year, the city's customs authorities reported processing an average of over 2 million e-commerce parcels daily, with growth accelerating since March.

The surge in processing capacity reflects Shenzhen's commitment to developing its cross-border e-commerce sector, which is supported by coordinated policies across customs, foreign exchange, and taxation.

This framework facilitates compliance, expands market channels, and enhances brand visibility, thus increasing the global competitiveness of local firms.

On April 27, the US ended its tariff exemption for Chinese goods valued at less than $800, which had allowed for approximately 1.36 billion shipments in fiscal year 2024, according to US Customs and Border Protection data.

Analysts suggest that while the removal of the exemption alleviates some cost burdens, it introduces new challenges for American consumers, as many popular products are sourced from China.

Despite persistent global trade volatility, Shenzhen is leveraging its robust economic infrastructure to promote cross-border logistics and maintain trade growth.

The city is home to more than 80,000 e-commerce vendors, accounting for the majority of China's total, and boasts a comprehensive logistics network featuring 30 dedicated sea freight routes and 11 air freight channels, along with approximately 4 million square meters of overseas warehousing.

Hu Qimu, a deputy secretary-general of the Digital-Real Economies Integration Forum 50, highlighted that a well-developed logistics network is crucial for e-commerce businesses, as it enables economies of scale and enhances their resilience against external market uncertainties.

In its role as a pioneer of China's economic openness, Shenzhen has introduced targeted initiatives designed to reduce transactional costs and improve logistics efficiency, which are essential for mitigating the impacts of tariffs.

Recently, a new cross-border e-commerce express train service commenced operations, connecting the China-Europe Railway Express with the Guangdong-Hong Kong-Macao Greater Bay Area.

This route is expected to facilitate faster logistics for Shenzhen-based e-commerce firms engaged in trade with European markets.

The city also regularly hosts trade fairs that serve as platforms for international business interactions.

A local trade expo focused on cross-border e-commerce was recently held, attracting participation from over 600 domestic and international suppliers.

Local e-commerce companies have been proactive in responding to current challenges, aided by closer collaboration with government authorities.

For instance, Sailvan Times, a Shenzhen-based cross-border e-commerce firm, reported revenues of over 10 billion yuan (approximately $1.38 billion) for 2024, with its first quarter of 2025 showing a year-on-year revenue increase of 36.65% to 2.46 billion yuan.

The company attributes its resilience amid the new tariff landscape to business diversification strategies, including adjustments in logistics, market planning, and supply chain management.

Experts indicate that, while the new US duties on small parcels may present difficulties for consumers, innovation in business models and restructuring of global supply chains may provide companies with pathways to sustain operations and adapt to shifting market conditions.
