Karot Hydropower Project Highlighted at Global Dam Engineering Congress

The ICOLD Congress in Chengdu showcased the successful Karot Hydropower Project as a model of international collaboration and environmental sustainability.
The 28th ICOLD Congress and 93rd Annual Meeting, co-hosted by China's Ministry of Water Resources, the Sichuan Provincial Government, and the International Commission on Large Dams (ICOLD), concluded successfully in Chengdu, China.

This significant event attracted government officials, experts, and scholars from over 80 countries, focusing on dam and reservoir development.

Participants collectively signed the World Declaration of Chengdu, aimed at fostering global collaboration in dam engineering and sharing insights on major water infrastructure projects.

Among the notable initiatives presented was the 720MW Karot Hydropower Project, strategically located at the border of Azad Jammu and Kashmir (AJK) and Punjab.

This project has been highlighted as a successful case study demonstrating the positive impact of Chinese-supported hydropower developments on regional economies.

Moaaz Awan, Senior Manager at China Three Gorges South Asia Investment Ltd., provided an overview of the Karot Project during the congress, stressing its unique design and advantageous geographical position near major urban centers such as Islamabad and Rawalpindi.

The Karot Hydropower Project's financing model was emphasized as a hallmark of collaboration, with Chinese financial institutions partnering with international lenders under the Belt and Road Initiative (BRI).

This project serves as a milestone, being the first large-scale hydropower project operational under the BRI, and exemplifying the multilateral efforts supporting the development and climate goals of Global South countries.

The Karot Hydropower Project generates approximately 3,206 GWh of clean, renewable energy each year and is projected to significantly reduce carbon emissions by an estimated 3.5 million tons annually.

The project has implemented a comprehensive Environmental and Social Management Plan to promote sustainability.

Moaaz Awan further detailed the community development programs associated with the project, which have been active throughout both the construction and operational phases.

These community-centered initiatives aim to enhance local living standards and include a detailed Biodiversity Management Plan (BMP) designed to achieve a no net loss of flora and fauna in the area.

Preliminary results from these programs indicate promising outcomes for local development.

The ICOLD Congress, occurring every three years, is viewed as the world's most influential academic gathering in the field of dam engineering.

Participation in this congress was described by Awan as an honor, with commendations directed toward the organization by the Chinese National Committee on Large Dams (CHINCOLD) and the Sichuan Provincial Government.

The gathering attracted nearly 3,000 professionals, reflecting the global commitment to water resource conservation and sustainable development.

China's diverse portfolio of large-scale dams, including the Three Gorges Dam, Baihetan, and Wudongde, drew considerable interest from international attendees, who expressed a desire to learn from China's extensive experience in the sector.
