Heilongjiang Border Cities Strengthen Sino-Russian Ties Through Trade and Tourism

Cross-border exchanges flourish as infrastructure improvements enhance connectivity between China and Russia.
Heilongjiang Province, located in northeast China, is witnessing a dynamic transformation in its border cities, which serve as critical hubs for trade and tourism between China and Russia.

With a shared border extending 4,300 kilometers, cities like Suifenhe and Heihe have evolved significantly since the 1980s, playing a pivotal role in the Belt and Road Initiative and enhancing both economic and cultural exchanges.

Heavy traffic flows daily through the Suifenhe highway port, which connects to Pogranichny in Russia.

This busy thoroughfare facilitates the import of various Russian goods, including seafood, soybeans, and honey, which distribute widely throughout China, including major cities such as Harbin and Shanghai.

Local customs reports indicate that trade volume at Suifenhe reached a historic high of 1.23 million tons in 2024, marking a notable increase from previous years.

Additionally, the port expects to handle an even greater volume as infrastructure improves.

In response to increasing cross-border demand, Primorsky Krai, the Russian region adjacent to Heilongjiang, is enhancing its port capacity, planning to expand Pogranichny's infrastructure to accommodate up to 1,300 vehicles a day by year-end.

This initiative includes the introduction of an electronic queuing system aimed at significantly reducing border inspection times.

The Heihe-Blagoveshchensk cross-border highway bridge, opened in 2022, further facilitates year-round connectivity despite harsh winter weather that previously limited access.

This facility enables more consistent cross-border traffic, with a reported 850,180 border crossings in 2024, reflecting a staggering increase of 127 percent year-on-year.

The thriving trade environment in Heilongjiang Province has resulted in a total trade value between the province and Russia of 234.12 billion yuan (32.2 billion U.S. dollars) in 2024, representing an 11.2 percent growth from the previous year.

Cross-border e-commerce has particularly surged, driven by improved logistics and an increasing inclination for online shopping, with e-commerce transactions in Suifenhe reported at 2.44 billion yuan (340 million dollars).

Local enterprises like Heihe Fangshengyuan Trading Co. Ltd. have benefited from this growth, with daily shipments of fruits and vegetables aimed at the Russian market.

They observe a rising trend of Russians visiting Heihe's markets, seeking products such as fresh produce unavailable in their home regions.

In tandem with commercial exchanges, medical tourism has emerged as a significant aspect of the border economy.

Many Russians are visiting Heilongjiang for traditional Chinese medical treatments, attracted by affordable healthcare options.

Reports indicate that approximately 10,000 Russian patients sought medical care in Suifenhe in 2024, with numerous patients returning regularly for treatments, showcasing a strong preference for holistic health services.

Heihe's healthcare facilities have adapted to the influx of foreign patients, offering bilingual support and a focus on traditional practices.

Hospitals are increasingly integrating international clinics to cater to the growing number of Russian visitors seeking both health and leisure experiences.

Visitor statistics reveal that Heihe's tourism sector has grown substantially, with a 128 percent increase in border tourists noted in 2024, alongside a 125 percent rise in total spending, underscoring the success of collaborative tourism efforts.

The establishment of international travel agencies and expanding hospitality services are indicative of the thriving relationship facilitated by these border interactions.
