Elderly Daycare Centers: A Growing Solution for China's Aging Population

New daytime care facilities are evolving to support elderly family members in their communities.
SHENYANG, June 4 -- In Panjin, a city located in northeast China's Liaoning Province, many elderly residents are finding solace in new daytime care centers designed to enhance their quality of life.

Among them is 68-year-old Yang Yonghua, who begins his day at a neighborhood elderly care center, accompanied by his son.

At this facility, he engages in various activities, creates crafts, shares meals, and receives therapeutic support alongside his peers.

These centers are emerging as a hybrid model of care that combines at-home support with elements of traditional nursing homes.

Often referred to as 'elderly kindergartens,' these facilities provide a structured daily routine that includes breakfast, recreational activities, lunch, nap time, more activities, dinner, and personal care, all concluding before families return home.

Yang expresses contentment with this arrangement, remarking that he finds the experience more engaging than staying at home.

His son, who operates a local barbecue restaurant and works late hours, appreciates the respite offered by the center, which opened in the summer of 2023.

The rise of these centers responds to the urgent demographic needs of China, where the population aged 60 and above exceeded 310 million by the end of 2024, representing 22 percent of the total population, according to the National Bureau of Statistics.

Acknowledging meaningful community connections for seniors, the government is actively promoting neighborhood-based care solutions.

In line with this effort, the Ministry of Civil Affairs has mandated the establishment of community-level daytime centers that provide essential services such as daily care, meals, hygiene support, emergency responses, and companionship.

Local governments across the country are implementing these directives, adapting them into specific services including bathing assistance, medical supervision, and housekeeping.

In the Seni District of Nagqu in southwest China's Xizang Autonomous Region, seniors can access lunch and dinner for just 20 yuan (approximately 2.78 U.S. dollars) daily, as well as numerous activities such as playing mahjong and physical therapy.

Meanwhile, the Ningxia Hui Autonomous Region in northwest China is targeting a 90-percent coverage of such facilities during this year.

Hengshui, a city in Hebei Province, has pioneered an innovative model by combining business resources with community needs, resulting in the creation of 22 model hubs that integrate long-term care, daycare, entertainment, and dining services for the elderly.

The benefits of these initiatives profoundly affect families.

For instance, 88-year-old Li Shihua, who suffers from dementia, has exhibited noticeable improvements in her health after attending a cognitive care daycare center in Dalian.

Structured health monitoring and medication management contribute to a more organized daily life, significantly alleviating the pressure on her family caregivers.

Moreover, innovations in eldercare are expanding, with cities such as Beijing and Guangzhou trialing 'co-care' spaces that integrate childcare and eldercare, supported by free public venues and subsidized utilities.

To ensure the quality and safety of these expanding services, authorities have developed 51 national or industry standards regarding safety, quality, and facility ratings, along with more than a hundred local standards.

As these facilities grow in number and scope, experts recognize that they are not merely convenient options for busy families, but rather essential components that weave deeper connections among families, communities, and caregivers, providing much-needed support close to home.
