Dutch Claims of Chinese Espionage in Semiconductor Sector Prompt Strong Denials from Experts

Dutch Claims of Chinese Espionage in Semiconductor Sector Prompt Strong Denials from Experts

Chinese analysts reject accusations of espionage and highlight the nation's self-reliant advancement in semiconductor technology.
Chinese experts have vehemently dismissed allegations made by Dutch Defence Minister Ruben Brekelmans regarding China's purported espionage efforts in the semiconductor industry.

The accusations, described as politically motivated and unfounded, come amid ongoing diplomatic tensions between China and Western nations concerning technological advancement and security.

In April 2024, the Dutch military intelligence agency released an annual report asserting that China displayed significant interest in critical sectors, notably semiconductors, aerospace, and maritime industries.

During the Shangri-La Dialogue security meeting in Singapore, Brekelmans remarked that cyber activities originating from China are intensifying, reinforcing concerns over security and intellectual property theft.

Brekelmans stated, 'The semiconductor industry, which we are technologically leading, of course, to get that intellectual property - that's interesting to China.' This statement has sparked a strong response from Chinese analysts who argue that China's advancements in semiconductor technology stem primarily from independent innovation rather than espionage.

Ma Jihua, a seasoned analyst in telecommunications, characterized the accusations as baseless and reflective of a broader narrative employed by some Western nations, particularly the United States.

He noted that China’s progress in the semiconductor sector is rooted in its comprehensive industrial chain, an abundance of skilled talent, and robust domestic demand.

'Breakthroughs have come from internal momentum,' Ma stated, underscoring the importance of independent technological development.

Highlighting the cyber landscape, Ma asserted that cybersecurity should be viewed as a collective responsibility among nations.

He condemned the Dutch minister's remarks as an attempt to exploit security concerns for commercial gain and to align with efforts aimed at undermining China's high-tech sector.

'The claim lacks both evidence and logic,' Ma stated.

Xiang Ligang, another expert in telecommunications, added that advanced lithography technologies, crucial for semiconductor manufacturing, are among the most protected industrial secrets.

He emphasized that acquiring such technology is not feasible through cyber intrusions or fragmentary information gathering.

'Assuming that core breakthroughs can be achieved through hacking shows a lack of understanding of the technology,' he remarked, reiterating that China’s advancements in lithography result from long-term independent efforts.

In reaction to previous claims from the Netherlands regarding cyberattacks attributed to Chinese hackers, a spokesperson from the Chinese Embassy in the Netherlands reaffirmed China's firm opposition to cyberattacks of any form, emphasizing the country's commitment to international cybersecurity norms.

The spokesperson stated that 'China will not allow any country or individual using Chinese infrastructure to engage in such illegal activities,' advocating for collaborative cybersecurity efforts through dialogue and cooperation.

As technological competition intensifies, the assertions made by Dutch officials contribute to a growing narrative that frames national security and economic interests against the backdrop of global technological advancements.
