China's National People's Congress Unveils 2025 Legislative Agenda

Top legislature emphasizes high-quality laws and oversight to serve national interests.
BEIJING, March 8 -- The Standing Committee of the National People's Congress (NPC), the highest legislative body in China, presented its annual work plan for 2025, promising to enhance legislative quality and oversight mechanisms to better serve national interests.

The work report was deliberated by national lawmakers during the ongoing annual session of the NPC.

The NPC Standing Committee aims to reinforce constitutional implementation and compliance oversight by improving systems that ensure the Constitution is firmly integrated into legislative practices.

The report underlined the establishment of a structured approach for reporting on constitutional compliance and an enhanced capacity for constitutional reviews and document assessments.

In outlining the legislative focus for the year, the NPC committee identified key domains where new laws will be developed.

Notably, legislation aimed at fortifying the socialist market economy includes proposals for a law promoting the private sector, a national development planning law, a financial law, a financial stability law, and a cultivated land protection law.

Additionally, revisions are planned for several existing laws, such as the Unfair Competition Law, the Enterprise Bankruptcy Law, the Agriculture Law, and the Banking Regulation Law.

Social and cultural legislation is also set for expansion, with proposed laws focusing on public legal awareness, social assistance, childcare services, and public-interest litigation initiated by procuratorates.

Notable revisions will also target the Law on the Prevention and Control of Infectious Diseases and the Law on the Standard Spoken and Written Chinese Language.

In a bid to strengthen ecological protection, the NPC Standing Committee will continue compiling an environmental code and aims to introduce new legislation for national parks and atomic energy management.

The national security and public safety framework will be updated with laws addressing public health emergencies and hazardous chemicals, while significant revisions are expected for laws concerning road traffic safety, food safety, cybersecurity, and more.

On matters of foreign affairs, the Standing Committee will revise essential laws including the Maritime Law, the Foreign Trade Law, and the Arbitration Law.

Furthermore, the NPC has committed to enhancing legislative research in emerging sectors such as artificial intelligence and the digital economy.

The NPC Standing Committee has also outlined 37 oversight programs for 2025, which will investigate the implementation of various laws, including the Trade Union Law and the Law on Promoting the Circular Economy.

Special reports are slated to address issues like the development of productive forces, cultural and tourism sector integration, employment rights, and climate change initiatives.

To maximize the engagement of NPC deputies, the legislature plans to foster better interactions with citizens concerning a wider array of issues.

Improved mechanisms will also be established for collecting and responding to public opinions raised by deputies.

Additionally, research will be conducted on the election processes for deputies within county- and township-level people's congresses.
