China's Comprehensive Efforts Against Desertification Under Xi Jinping's Leadership

President Xi Jinping emphasizes ecological protection as a cornerstone of both national and global environmental governance.
In recent years, China's approach to combating desertification has seen a notable transformation, prominently influenced by the leadership of President Xi Jinping.

Historically, spring sandstorms in Beijing and other parts of northern China have been a recurring problem, impinging on public health and everyday life.

These experiences have shaped Xi's commitment to environmental protection, particularly in arid and semi-arid regions where desertification poses significant threats.

Desertification currently affects approximately one-sixth of China’s land area, emphasizing a pressing need for intervention.

The northern parts of China, especially, have grappled with ecological restoration challenges, compounded by climate change and human activity.

Xi Jinping characterizes the struggle against desertification as a relentless endeavor that requires ongoing commitment, likening it to 'pushing a boulder toward the mountain top.'

In response to these challenges, Xi has implemented a holistic ecological governance strategy, establishing in 2013 the principle of viewing mountains, rivers, forests, farmland, lakes, and grasslands as an interconnected ecosystem.

This philosophy is the cornerstone of extensive national efforts to address desertification.

Key to this mission was the establishment of the National Forestry and Grassland Administration (NFGA) in 2018, which consolidated resources to tackle desertification nationwide and promote ecological conservation.

The Bureau of Three-North Shelterbelt Forest Program (TSFP), initiated in 1978, aims to combat desertification over a span of approximately 70 years through one of the world's largest afforestation programs, commonly referred to as the 'Green Great Wall.'

Despite the complexities of regional governance that hindered previous efforts, including fragmented administrative actions, Xi's leadership played a pivotal role in facilitating coordinated action among several regions dealing with sand prevention.

In October 2023, five regions, including Ningxia Hui Autonomous Region and Inner Mongolia, signed a joint agreement to enhance collaboration in desertification control.

Legislation also plays a crucial role; China is currently working on its first comprehensive environmental code, which seeks to protect essential ecological components, including deserts, on par with rivers and lakes.

This development underscores China's emphasis on robust legal frameworks for ecological governance.

Additionally, Xi has consistently expressed support for those on the front lines of desertification control, highlighting their dedication and urging them to persevere in their contributions to ecological restoration.

Significant advancements have already been reported.

For instance, Beijing has experienced a marked decrease in severe dust storms, and the area of sandy land has diminished by approximately 4.33 million hectares over the past 13 years.

President Xi has articulated that a healthy ecological environment is integral to public well-being and a fundamental public good.

The social implications of ecological initiatives are evident, with local livelihoods increasingly interwoven with efforts to combat desertification.

Techniques pioneered in areas like Babusha in Gansu Province have not only contributed to ecological restoration but have also promoted sustainable economic development through innovative practices such as desert tourism and cultivation of crops like goji berries.

On the international front, while global desertification affects vast swathes of land, China is positioning itself as a leader in collaborative strategies to combat this challenge.

Xi has called for a united global response to desertification and has extended support to countries participating in the Belt and Road Initiative, providing resources and sharing successful practices.

China's initiatives align with a global recognition of the pressing need for cooperation in tackling desertification challenges.

Notable foreign partners have acknowledged China's contributions to combating desertification as both practical and socially beneficial, which serves as a model for countries worldwide.

As the fight against desertification continues, the Chinese government remains committed to its ecological goals, reinforcing its role as a responsible global actor in the environmental domain.
