China Intensifies Urban Renewal Efforts to Foster High-Quality Development

New guidelines aim to enhance living conditions and infrastructure in urban areas by 2030.
BEIJING — In a significant move to advance its urban renewal initiative, China has announced enhanced policy and financial support aimed at creating livable, resilient, and smart cities.

The recent guidelines, issued by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, highlight a comprehensive approach to elevate urban environments and bolster high-quality development across the nation.

The guidelines focus on a wide range of urban renewal projects, including essential updates to gas pipelines, installation of lifts, and conversion of old factories into commercial spaces.

The overarching goal is to achieve notable progress in urban transformation by 2030, with specific emphases on safety, service efficiency, living conditions, innovative business models, and cultural heritage preservation.

Key directives include the reinforcement and renovation of existing buildings and aging residential areas with an optimized infrastructure approach to enhance utilities like parking, charging stations, fire protection, and communication networks.

Moreover, the renovation of outdated commercial sectors, industrial areas, and urban villages is identified as a priority.

The guidelines also call for improvements in critical infrastructure, specifically underground utilities such as gas, water supply, drainage, sewage, and heat supply systems.

Enhanced construction of public fire protection facilities and expanded transportation infrastructure is also outlined as part of this urban renewal strategy.

A major aspect of the plan is the restoration of ecological systems within urban environments alongside a focus on preserving the historical and cultural essence of cities.

To facilitate the execution of these initiatives, an urban renewal implementation mechanism will be put in place, alongside optimization of land use policies and the establishment of a comprehensive housing safety management system.

The announcement follows a significant uptick in urban renewal activities, with over 60,000 projects initiated in 2024, amounting to a total investment of approximately 2.9 trillion yuan, or about 402.8 billion U.S. dollars.

An earlier meeting of the State Council recognized urban renewal as a crucial driver for expanding domestic demand.

The Ministry of Finance reiterated its commitment to this initiative, offering central budget support for urban renewal in up to 20 cities in the current year.

The assistance prioritizes mega and super-large cities, as well as large cities positioned along major river basins such as the Yellow River and the Pearl River.

Financial allocations for upgrade projects include up to 1.2 billion yuan for municipalities and cities in western regions, 1 billion yuan for central regions, and 800 million yuan for urban areas in eastern regions.
