China Proposes Sustainable Ocean Governance at UN Conference

NICE, France, June 9 -- During the third United Nations Ocean Conference (UNOC3) held in Nice, France, Chinese Vice President Han Zheng articulated four proposals for sustainable ocean governance aimed at reinforcing global efforts to achieve the Sustainable Development Goals (SDGs), particularly SDG14, which emphasizes the conservation and sustainable use of oceans, seas, and marine resources.

In his address, Han asserted that the oceans connect humanity rather than divide it, echoing Chinese President Xi Jinping's vision of a connected global community.

He emphasized the collective duty of nations to coordinate efforts toward sustainable ocean resource management and development.

Han proposed using the upcoming 80th anniversary of the United Nations as a pivotal moment to enhance collaborative frameworks for ocean governance.

The first proposal called for ensuring peace and security in oceanic territories, advocating for genuine multilateralism and adherence to international oceanic regulations to protect the common heritage of mankind.

Han noted that a secure ocean environment forms the foundation necessary for sustainable development goals to be met.

Second, he urged the international community to promote equitable benefits derived from the oceans, which includes fostering maritime cooperation and connectivity.

China committed to engaging in bilateral and multilateral initiatives aimed at aiding developing nations, including small island developing states, in their endeavors to meet the SDGs.

Third, he highlighted the importance of cultural exchange and collaboration across civilizations.

Han stressed the necessity of respecting the diversity of maritime cultures and establishing maritime dialogue platforms to cultivate a just and inclusive maritime order.

The fourth proposal focused on environmental sustainability, advocating for efforts to maintain clean and beautiful oceans.

China indicated it would use the Global Development and South-South Cooperation Fund to partner with international organizations in enhancing maritime governance and promoting green development.

On the eve of the UN conference, a report titled 'A Maritime Community with a Shared Future and Sustainable Ocean Development' was launched in Shanghai.

This report outlines China's innovative techniques and strategies for sustainable ocean governance, promoting technological innovation, cooperative rule-making, cultural exchanges, and enhanced maritime security.

Experts from over 20 countries convened to discuss the implications of the report, positing that China's commitment to international cooperation could serve as a significant contribution to the UN Ocean Conference 2025, emphasizing the urgency for a united global effort in ocean conservation.

Additionally, on June 8, a think tank report from Beijing expressed China’s readiness to collaborate with regional countries to foster a maritime community in the South China Sea, underlining mutual interests in peace and development.

The report titled 'Making the South China Sea a Sea of Peace, Friendship, and Cooperation: China's Actions' affirmed China's commitment to establishing peace and cooperation through increased dialogue and economic integration among regional nations.

In line with these commitments, the country continues to play a proactive role in global maritime governance initiatives, having been an early signatory of the UN Convention on the Law of the Sea and actively engaging in marine scientific research and environmental protection efforts.
